I think overall Joseph has better stats due to decent evidence for LS for himself and Kars, and Hamon is still a strong workaround for physiological differences. Plus, Joseph has like a ridiculous amount of foresight and ingenuity when it comes to fighting people, he'd be playing Johnny the entire time. I'm not using the retarded Shao Khan scaling DB used from Armageddon and such, so even saying Johnny got his standard scaling and even above Goro's (who they had around Kotal Khan's ship blasting level), I'd still lean to Joseph mainly due to him being on an active volcano as it exploded him and Kars into the stratosphere
