My personal headcanon is Ozzy and Bee are fellow fallen who fell after.
Satan, Belphegor and Mammon are natural Demons who were born after Hell formed based on their Sins, and Leviathan was an ancient beast on earth that was slain and cast to Hell.
As for how Lucifer became King, I think he had to fight for it, Satan especially who ruled his own Ring.
