No. It all stems from statement wank and headcanon. The two big components for it are Solaris attempting to destroy all timelines and Time Eater trapping the main Sonic timeline into little white spaces.

100 Year Mosquito's weight was calced by him falling to the ground and breaking brick (9000lbs) and since they beat 200 Year, they doubled his weight.
Demon Ship reaching the Moon in 3 Days was calced at Mach 4.
Ruby got speed calcs from the first RWBY animation, where she defeats all the Grimm before the first shell lands on the ground (Mach 6)
Ruby's strength was based on the giant raven Grimm (they basically came up with the assumption that it should weigh as much as a TRex)
Silver Eyes were framed as a straight up attack for some reason but got Small Town calc.
Maka took intelligence
So Ruby loses in terms of regular combat durability, but she is too fast for Maka to consistently hit and the Silver Eyes are just enough to nuke her.

That being said Sukuna would likely win against a reasonably scaled DIO, even with FTL because that speed is specifically the attacking speed of his stand so DIO can't move around as fast, and one of his great limitations is range.
Timestop could help but it all depends on how wanked DIO's AP is because he would have very small windows of opportunity to attack Sukuna
Reasonably DIO should be around Building level so that level of power wouldn't be enough to kill Sukuna quickly
But if they wank him to mountain level DIO one shots.
