Yes and no.
People have always lowed to point and laugh at the freakshows, so that isn't that weird.
But the way the interaction between the audience and the freak works has changed due to the internet, so instead of people just pointing and laughing when the freak is out and about, or at a designated freakshow, people will now seek them out in any way they can, since it doesn't require physical effort, and can be done from the comfortableness of their own home.
In the past if you wanted to do the same, you'd have to derail whatever you were going to do yourself and actually physically follow them around, and few freaks would be worth that.
