Assumedly you need council approval to build a giant shed next to your neighbours so the neighbour likely has no recourse of action. His whole issue with his neighbours could have been avoided if he'd been a little more proactive with maintaining a good relation with them and if they'd actually made an attempt to reduce the noise.

Angle grinders and dak daks are noisy and it cannot be helped, but trying to reduce the other noise (banging shit around, dropping purlins all the time, just general avoidable noise) would have made a big difference.

His de-escalation skills are non existent.

Having said that he's entirely within his rights in Australia to build that workshop and make the noise he was making. But fuck making enemies with the people you'll be living next to for a very long time.

Personally, I take the impact my actions will have on others around me into consideration and I try to make sure there will be peace. I feel every big noise and big display I make and try to keep it to a minimum. While some of this is because I want others to have peace, I will admit that it is mostly because I (selfishly) want to be left alone and I know when you start kicking up dust people notice and I do not want to be noticed. It's important to be able to speak with your neighbors and do what you can to accommodate their wants and needs as much as you can. The golden rule is an important rule to model. Getting what you want isn't nearly as good as living in peace with those around you. Living next to people that hate you is the kind of thing that causes cancer, mental illness, early death, etc. It's terrible and no creature comforts are worth that cost even if you're in the right. Just because you can do something doesn't mean you should.

The core principle of a HOA is sound, which is to make sure only the same type of people get to live in that neighborhood or whatever it is. Are they used improperly? Yes, of course. And yes, they can and will get out of hand given enough time. Doesn't mean thry don't work for their intended purpose.
