Typically an attic is an area between the room and the roof. An access means a way to get into something. The ceiling is the top boundary of the room(think a wall but above you) so a ceiling attic access is a way to get into the attic through the ceiling.

Its used to open things like skylight that have a manual open. The hook end goes into an eye hole typically on the frame or the stiles/rails around where the sash seals. You then spin it which is done with the handle being turnable

I’m not so sure… on the hook end there is a piece of spring steel slipped into the hollow held in place with a plug.
I was thinking it might be something for quilting but that’s just a guess.
Here’s a picture of the skylight hook pole; they seem pretty standard.

the bend reminds me of something to be spun it gives you leverage without taking extra space. comfort grip handle is at the bottom and small so it is to be used with near fully extended arm often something above you. the tip extending past the extension might be for sight lines
id say it is a tool to spin something above you.

I kinda remember this thing being stored with her quilting stuff, however I can’t think of a way it would be used, practically.
There are no sky lites in the house nor the house before.

The top of the major hook being flat, rather than a smooth curve is a clue, I think.
I'd bet it's used to drop some kind of hanging decoration into a hook either on the ceiling or high up on the wall.
Do you guys ever see those hooks installed into ceilings where your chain-smoking grandmother used to hang her macrame plant hangers? A tool like this probably would be useful for hanging those up.

OP, is the shaft pretty stout? Plants in pots can be heavy.

It’s sufficiently stout. I’ve thought maybe it was for something similar, like semi precise placement of specific items… or some type of tool for a closet.
I asked my dad he said something about sewing or quilting came to mind but couldn’t remember specifically. I did not prompt him about this.

It's clearly some kind of roller. A tube would over that curved bit at the end. To remove the tube, you'd have to push down on the curved bit (it's a kind of spring) to slide the tube off.

I think it's like a new York hook, it's for pulling downa ceiling ladder hatch.
The curve is so that you can push the ladder back up and close it.

You sometimes see a similar looking tool for heavy curtains, the hooks of which are often hard to access.

It has 3 purposes.
1: You use it for cleaning drapes and long curtains so you can make them stiff while you beat them off.
2: It's for an IV bag, you hook the bag to the stick and carry it around for someone who needs an IV.
3: It's for hanging hanger basket plants on hooks.

Notice how there's no small hook on the end of the tool you posted.
Yes, you have posted a paint roller. A roller brush will slide on the end and be retained between the corner of the bar and the slightly crimped very end of the bar.

OP's pic does not have a sharp corner that will keep the brush in place, but a rather gradual curve, which a brush would ride up on and bind.
Second, the small hook on the end of OP's tool would interfere with any brush you happen to put on there and the thing would simply not roll very well at all.

OP, this has been a really fun thread and I find myself quite amused by this puzzle.
Have you found any incidental uses for it in your own life?

I could imagine using a tool like that to reach under a bed to pull or push things to where I could reach them.
Or like others have mentioned, hanging a potted plant in a high hook. Or perhaps stringing lights near the ceiling.
Or merely for pulling curtains open or closed -- don't you hate it when the curtain binds up on the rod? Or catches on the part of certain curtain rods where the telescoping parts meet? This tool can help there.

I have some questions:

Is it easy enough to remove that plastic cap holding the small hook on? How is the small hook attached?

Have you ever seen a paint roller. It's impossible to get all the residue off of it without the right kind of cleaner or solvent and without disassembling it. There would be at least a little chalky residue in the gap between that plastic cap and the tube.

No, try really thinking about the scenario I set up.
*If* the roller is meant to fit snugly on the tube, that means there's not enough clearance for *even a fully compressed spring* to fit between the tube and the roller. The roller could not pass over the compressed spring to then roll nicely on the tube beyond the spring.
It doesn't get better if you say it's meant to ride on top of the spring, because now you have a situation where one side of the roller is on the spring, and one side is not. So it would wobble if it rolls at all.
