Nah, it's better to just force people to act properly. In Japan a dual-income middle class couple with two children can afford to demolish a 40yo home and rebuild it to standards unapproached by anything being done in the US.

And that's just how all new construction is in Japan, because they force builders to adhere to building standards, and their inspectors are all senior licensed tradesmen (in addition to being licensed inspectors) who can be personally bankrupted for not doing their job properly.
Obviously you can't just do that in the US because the dysfunction is endemic, so the US construction industry needs shock therapy. Japan has a natural shock therapy in the form of earthquakes, they force people in construction to work with diligence, honesty, and professionalism.
In the US honest inspectors are sent threatening communications and even physically intimidated by builders even when they inform the builder they're being recorded. After these incidents often it's the inspectors who are excluded from sites run by the company involved.
If "just build a house" is your answer to this, shut up. People often have to move for their career, most are incapable of building a house, professional builders are a societal necessity, and they're not being effectively regulated.
