PG&E won't come out and fix this and an arborist quoted me an insanely high price. What's the best way to get branches of my power line without killing myself? There are 3 of them about 20ft high.

They look like insulated lines so that's good at least. An arborist is trained for working around power lines and would have insulated equipment, ladders, gloves, etc. Its tedious work, it can be dangerous, and mistakes can be costly both in terms of personal injury and damage to the utilities property. That's why you were quoted a stupid price.
Get a couple more quotes and hire someone who knows what they're doing. Otherwise you might be explaining to everyone on the block why their power is out.

Honestly just keep bitching at pg&e until they do anything. Write emails to your representives, pg&e managers, even the governor. Tell them you're a poor underprivliges minority of some variety and your wife is divorcing you and you need to feed your kids and evil pg&e wont fix your power line and you have concerns that another big fire will start.

Don't underestimate the power of endlessly sending emails. Do not stop and do not give up. They will capitulate eventually to get you to stop.

you have to buy the wire from the xfmer to the meter. its your responsibility to keep the exposed line clear from the edge of the right of way to the peckerhead

I would cut all the far end stuff off first then drop a couple feet off on the near side. If one or two smaller branches has to roll off the line as it falls, no big deal.

got a few trees on the property that's looking to threaten a phone cable, BT openreach or whatever group manages the lines send out arborists who seem to routinely trim branches back maybe 6 inches from the lines instead of properly clearing them.
Have tried reporting the dangerous trees that threaten to knock the lines out but they keep saying they can't do anything unless something actually goes wrong.
From this I extrapolate we're maybe one major storm away from the entire phoneline network getting wrecked.

Just get a manual chain saw, throw a rope over the limb using a bag of rocks or something, lead manual chainsaw up and then start cutting, helps if you have a friend with a rope on the other side of the tree applying downward pressure so the teeth don't bind. I don't advise using a gas powered chainsaw on a ladder, you will fall and hurt yourself.

Or rent a boom lift and use a chainsaw.

Cheapest option is a manual chain saw.

It's a state/municipality thing, not international law. Most of new england homeowners responsibility starts at the main line, but midwest and west utilities are respinsible for everything up to the weatherhead/meter. In California the utility is on the hook for everything up to the house itself.

It must vary by location. Where I live you only have to buy the wire if you want it underground because it must be copper wire underground.
Transformer to meter overhead is free because it cheap aluminum wire.
As I said, that's for my location.
