Pretty standard for houses with pretty bad mold issues, or water/structural/fire/smoke damage, basically you agree to buy it as is after your own inspector gives you the rundown on it

Rison is part of the Pine Bluff area, which is one of the worst towns in the country. Look at other home sales in the areas. That home is lower per sq foot than typical but not by a large margin. It's a place for people who want live with some space between them and the mess that's Pine Bluff. The lack of interior photos means something sus is up but probably not as bad as you think.

CiC is illegal on asset sales in my country because it's synonymous with tax evasion, owner dies in debt, kids try to strip the estate without paying debt.
Buy this probably means that the sale could be contested, possibly one bank trying to seize the house you just bought, with your chasing the sellers at your own expense.
You just wouldn't do it. That's why we banned CiC on asset sales.

Look at sold prices in that area for similar sized houses and plots that sold conventionally. That price difference is what you’re going to need to spend, minimum, to get it right
There are many, many reasons why this happens but you’re never going to get a “good deal” out of it. Fire, flood, structural, some sort of future development, hazards, boreholes, mines, proximity to 9000 basketball fans
