Biodigesters are a thing.
Just keep in mind that you should ONLY connect the toilet to it, as too much water will just flush untreated sewage to the next stage.
Toilet paper is taboo, some people say it's totally fine as long you don't use half a roll to clean your ass, while others say it takes too long to decompose and can clog the system (you really should use a bidet and use toilet paper just to dry your ass).
It works really well in my country because it has a subtropical climate, and heat is your friend while decomposing stuff because it accelerates the process.
Also, you really should add half a bucket of cow manure a month to it because it has the kind of bacteria that you want inside your septic system and avoid like the plague pouring any hardcore cleaner down the toilet.

i think it varies state to state who the agency is, some are waste districts or maybe the county, but like permitting and building your own house, nothing about it makes it unsellable.

first of all, the cleanest layer of shit water is sandwiched in the middle between solids at the bottom and fat residue at the top, so having your separation piping feed off the top layers between each tank is only going to suck in fat residue which will clog your system up, resulting in a biohazard. secondly, the last pipe sticking out of the first tank should be connected to all three tanks with the inlet situated at the top for methane venting. Your shit ass illustration has that inlet at the bottom which will just spray literal liquid fat shit solids everywhere when it overflows. thirdly, using plastic square tanks is never a good idea because the weight of the earth around it will push onto the sides that will make it collapse inward. You either need a concrete rectangle septic tank or a plastic or concrete tank with a spherical design to keep it from collapsing under weight.
