Op with fans. Get 2 on full blast. One blowing OUT the hot air on the hottest side of your room/house/whatever. One sucking IN cold air from a shaded window.
You can spray yourself with a spray bottle on mist to then allow the cool air the cool sided fan it blowing on you. It works really quickly. You can also lie in your bathtub. You can fill it with cool water too and have your own mini pool to cool you down.
If your humidty level is too high outside though then you won't evaporate and won't cool down. All fans to is evaporate sweat or moisture to give you that sensation of cooling down. They do not cool your air down without circulating the hot air out and sucking in cool air from elsewhere. Fans are NOT air conditioning units obviously. Fans use much less electricity than A/C units. If you can afford to buy an A/C unit, get a portable unit with as high of a BTU rating as possible for your price point that vents to the outside via hose. You can put up a piece of plywood or plexiglass in your window to keep things safe.
A cheap fix is to freeze some water inside old coke plastic bottles and take them out as needed to put on your neck or face or elsewhere. Fill them 3/4 full, not fully full or they'll crack and overflow due to expansion.
