Wtf is this?
Is this asbestos? Found it in the vicinity of previously missed asbestos.

Might be, might not be. You'd have to get it tested to know for sure. Doesn't matter really, unless you plan on keeping it around. Just trash it.

they stopped using asbestos in the early 80s, and that doesn't really that old, so probably not.

regardless asbestos is really not a big deal unless you're working construction and breathing in dust from handling it regularly. just throw it in the trash and forget about it.

If you want to be perfectly goody two shoes your local dump/transfer station should have an asbestos drop off, it costs a little more but for something that small you're talking pennies
be more concerned that it got missed by the previous removal, probably worth poking around to check if they missed more
like other anon said the material is safe it's the dust that causes problems, wear a mask and avoid breaking or sanding it and you'll be fine

Plutonium isnโ€™t fatal just being around it. If anything, itโ€™s a heavy metal risk like lead and bismuth. The radiological hazard is no more than the dirt outside.
