>best way to water proof the ceiling of ground floor space?

So I am building a covered porch for a second story apartment, in the process I am building a retaining wall that will essentially give a usable room to the downstairs storefront. However how would I go about making the downstairs space water proof on the ceiling without enclosing the porch on the second floor?

Subgrade rated block filler would be the cheap/easy way, there is probably a better (i.e. more durable) way to make a moisture barrier as well

I remember there was another cementitious but Idremember, there are epoxy and polysomething products too.
