persistent annoyance is the only practical move when dealing with low level govt bureaucrats. if your have a bank receipt for the exam fee and can prove you were there to take it youll likely make progress
otherwise just shut up and chew the shit sandwich and go take it again which shouldnt be that big of a deal if you actually know the material its testing your knowledge on
