I'm thinking visibility works in your favor. Privacy invites creative escape attempts and tampering.

I favor the bar system over bricks, at least on the two most visible walls.

if you have a concrete block basement you could put the cell in the corner and do two bar walls.

I'm thinking the bar walls would be made of floor to ceiling steel, lagged into the concrete basement floor, and attached to a 1/4 inch steel track along the top which is firmly lagged into the rafters. Using a nut and bolt system for connecting the tops of the steel bars to the track opens up the possibility of loosening/removing the bolts. I'm thinking a tig welder to permanently lock the nuts to the bolts and also to seal the bottom lags to the bars.

You could form a habit of blasting loud music. Not so loud as to warrant calls to the police. Neighbours will beslightly annoyed but no ome will ever distinguish any possible other noise
Design everything around ventilation and if you want to provide it sanitation. Nothing more miserable than sewer pipes at a shallow angle getting clogged.
Ventilation is paramount because oxygen and mold.
Remember that everything must be inacessible. There must e no way to get to and dig through sound proofing. Prefer rivets over screws. Drill out screw heads after installing or weld them.
Use common sense.

I'm thinking there's no need for electricity inside the cell. This is a recipe for disaster. I would provide a tv but it would be out of reach outside the bars.

I think the safest way to build an entrance is a double locking door system. The door must have a CODE system which is stored in your brain. A physical key would encourage attempts to overpower you or attack you, whereas a code cannot be stolen from your dead body.

These deterrents would be explained up front to discourage any "FAFO".

White noise could help drown out yelling, but in a concrete block basement so long as any windows are completely filled in by concrete I don't suspect any sound would escape. Sanitation is a great question. I don't want them to stink. Perhaps a shower with a slightly raised shower pan, so that I can plumb a drain pipe out of it to go to a storage tub or something. with a drain

Upon reflection, I think I should cover the rafters with 1/2 inch plywood in the areas above the cell. I would secure them with construction screws to the rafters. I would then paint with a matte black paint which will easily show any attempts at tampering (scrape marks show up really well on matte paint)

Another thing that comes to my mind: Make a seperate room inside, perhaps a smaller one, for temporary holding, with a divider that can only be operated from the outside.
You might want access at some point and that puts you at risk. With the proposed partition you could only enter when occupants are safely contained.
Also a good design detail you commonly find in jails: The door has some sort of handle on the inside but it is a handle that disadvantages you. The shape allows gripping, pulling and pushing but only so much becauye you can only get a force fit not a shape fit on it.

Yeah you don't want to get jumped should you have to enter. So it goes into the partition and agrees to be locked up or the living conditions will not improve. Simoke as.

Use chain them and use a winch to make sure they are detained to a wall when you want to do a cell visit IN MINECRAFT
