Is there still good opportunity for making profits manufacturing using manual machine tools as a small business? Rather, is there a market for the contracting of machinists who only possess manual tooling?

the minute you make something thats good enough to make sales, a chink will make it cheaper and faster and undercut you just enough even if you have a patent they dont care and both governments wont fucking stop them

job shops exist you know? One offs, tools, molds, jigs, small runs... that sort of things
Should you manual it? It's often times not possible and you'll have to turn down alot and LARP is not as much fun as you imagine, have fun standing at the pantograph all day after making the master all week, have fun setting up your locaging buttons for hours on end.
It's almost like youre the typical pattern recognition sufferer. Machining is not characterized by macbinibg all fhe time like maybe some trash appstore gayme would make you believe. Instead you're busy 90% of the time planing ooerations, making tool lists, set ups, fixturey, jigs and what not and spend 5% of your time cleaning, haggling and what not. Only the last 5% are spent in the cut in a manual shop.
This is also why almosf no one will ever approach you about a one off. Often times your setup and fixtures consume way more time and materials than the finished product itself. Thus the client will always try whatever gymnastics possible to make thibgs work with some off the shelf parts that got spit out by a purpose build press.

My company does a lot of mechanical testing of exotic metals that can be really difficult to machine. Furthermore mechanical testing has really exacting requirements. Our in-house machinists are a total joke so if I want it done right I either do it myself or send to an external machine shop. Because there is a lot of metals research in this part of the country there are a few machine shops catering to that.

The machines in said shops are invariably as old as the machinists that run them. But they do incredible work our machinists can't even dream of with all their shiny new toys. The work is expensive but worth every penny.

So while theoretically can be done, it would probably take you a long time to build the right customer base.

Look into Brownells. They use a lot of job shop type producers, from old guys using Atlas lathes to guys with all CNC. Yes, it's possible.

Yes, perfectly viable in large format weld and machine or repair industry where it’s one off- and funky setups not optimized for cnc

manufacturing, as in making batches of the same part? probably not. if things are dialed in, a single person could run multiple CNC machines in a production environment. if you're limited to manual machines then you're obviously limited 1 man to 1 machine. not to mention that CNC is likely cutting more material in a shorter period of time than a manual machine.
