I want to buy some floor tiles
A square foot is 12 x 12 inches right? How is there a fraction of a square foot in a box of square foot tiles?

If you laid out all the tiles and tried to make a square you can't.

Each tile isn't exactly 12" x 12", they're just using that to differentiate the smaller tiles from the larger size format...confusing, but not uncommon- like a "2×4"

always buy at least 10%, if not 15-20% more than your square footage requires. Not only are there reject tiles that have some kind of defect to account for, there are plenty that might break during cuts or odd places that require fitting around where spare tiles come in handy. Also, keep the rest for future repairs. The oldest repair I've done in my career so far as a tiler was 12 years old tile that the homeowner had kept and it was just an easy swap for the cracked and broken ones.
