it's important to note that this effect only takes hold in AC applications and there only appreciably at higher frequencies
the fact ut's mentioned for infrastructure-level grid applications is due to the effect being significant at very long distances even at lower frequencies

Solid core is for carefully pulling through walls and that's it. If you make a bunch of cat6 cables out of a roll of plenum rated riser cable because you had it lying around, you'll be in a world of hurt down the line trying to diagnose networking gremlins until you throw out all your cables and start over.

aluminium inside will fall apart after 20..50 years causing higher resistance and very much house fires. >2.5mm^2 solid core copper is a pain in the ass to install, but at least it will not break apart like a copper wire after just 3 turns. also copper oxide is green, which can be easy to inspect, while aluminum oxide is white, which is harder to see on a gray metallic surface.
