hypothetically what would happen if you used one of these while it was filled up with water?

Not much. The bowl would only hold so much water because it has a lip on the inside. Of course some of it would slosh out and into the intake tubing, where it would then get your paper element air filter all wet and possibly ruin that. If you have water in your pre-cleaner bowl you need to dump it, clean it, and figure out how it got water in there.
