Did he spend 12 of those years just kind of fucking around in the gym without any real consistent effort, plan or progression?
Did he have everything dialed in for 13 years and trained hard every session?
Did he reach this point after two or three years and just maintain after?
There are people who can train for this long and look better, and people who can train this long and look worse. Depending on effort, plan, genetics, etc. etc.
