Hard to know. His stats are pretty good and natty achievable but dude was pretty jacked, but he was also a very famous actor and a bodybuilder so I wouldn't put my money in him being natty.

The likelihood of the government using him as a poster boy to get yanks in better shape for a war is extremely high. Definitely part of a fed thing and definitely had access to test and Lord knows how many other drugs.
