Is it possible for your legs to get too big as a natty?

Like if your legs and calves reach their natural ceiling, will they be too big and look bad? Or are muscles-too-big only a problem for roiders?

He has a great physique that is achievable natty but he is not running and not swimming and this makes him sus. If he was running, swimming, biking regularly I would say he is 100 natty but he doesn't (treadmill and step master don't count, they are fake cardio) so he could be a fake natty.
