It is able to generate a custom character as I want it to. It's always SFW for never gives any errors. It recreates my pictures perfectly.

But when I try to have both present in, of course a SFW scene, it still gives me error saying it goes against our policies.

I personally attach images from an art style I like, prompt chatgpt to "Can you describe this art style in detail? Specifically I need information in the following categories: Theme, Color, Medium, Lighting, Technique, Detailing, Vibe, Composition." Then slop something together from the output. You have 2k character limit to do this. I have varying degrees of success with this method. You can edit the style later if you want.
I would recommend writing style descriptions in a general rather than specific way. For example if you add something like "the hairs are drawn in a sharp and luscious way" AI might attempt to add hair to otherwise bald characters.
