What he did instead is he created scarcity, gave it a patriotic backdrop, and after scolding apple for not making iphones in America, he jumped with his own company in the market, branding his presidential prestige, before offering a chance to anyone else, with a "likely" chinese made (yes this is an unfounded accusation to be honest, but it's unlikely they got their design and the manufacturing chain sorted so quickly, or they have been planning this before Trump moved with his tariffs, which is equally bad and subversive) phone. And "if" it is indeed China made, then for the specs, they're taking a decent markup for themselves too.
You don't charge a markup for charity and you don't donate to yourself.
You can assume it's out of the goodness of his heart all you want but you have to be blind to ignore the circumstance.
