one of the main reasons it tends to break is the AUR. Arch doesn't break as much because it's the main target for AUR stuff so if your AUR package has dependencies, the packages on the Arch repos are gonna be up to date and won't break as easily. Manjaro holds packages in testing repos longer than Arch does so AUR stuff has more chance to break because you'll end up with mismatches dependency versions vs what version the package expects
on top of that iirc they also modify their core packages compared to Arch, at least I know they used to, don't know if they still do it, considering I didn't even know the distro was still alive

Distro doesn't really matter for that purpose. You can install most window managers and desktop environments on most distros, although not all may be officially supported. Arch and the AUR probably has the most options and support, though. It's just a matter of changing your window manager and desktop environment to something that has the customization options you like, then changing themes/settings until you find something you like.

As the other anon said, Window Maker is window manager you would want to use for that look specifically
