it's not his list, most aren't. you literally have a button next to it that leads to the indian list author github.
you can also search for nepali-specific filter lists and import them

you could open an issue at ublock filter lists github showing the india list not working on nepalese websites, maybe suggest the one you have as a fix but that's about it.
