it's an old doorbell transformer
often times people will get a new doorbell and just clip the wires going to the old doorbell without thinking about what is on the other side of those wires
that box is taking 120v line power and outputting 24v that should lead to a doorbell
if you want to confirm, just use any multimeter to confirm the voltage(nothing else really uses 24v in a house)
or this is a small radio broadcasting your activities to 'them'
