The guy who made it is Belgian, and they have their own historic reasons for being interested in the DRC and the failing infrastructure there. Namely, they built that infrastructure.

I'm not familiar with the Indian migrant thing you're talking about, but it's the same story every time the question of ownership inequality in Africa comes up.
A would-be leader can stir up supportive sentiment by claiming he'll seize the means of production for Africans, but it turns out you need more than just the means themselves to actually use them so they end up with lower productivity and no redistribution of wealth.
That would actually be quite "democratic" by the DRC's standards though. They didn't have an elected leader until 2019, and even he was most likely in the pocket of Kabila. The normal way to take leadership in that country is to shoot the previous guy in the head.
