Linux has this for Nvidia. Don't know about AMD. I barely touched GPU config UIs on Windows when I still used it. Maybe only one time, because an early build of 0AD was bugging out. I've used the Nvidia control panel on Linux to create application profiles, and it works great. The games I play (0AD, a variety of source ports for Doom, DN3D, Quake, Heretic, Hexen, Blood, RoTT etc..., Civ4 and Civ5 over Proton, and some others I'm forgetting), have worked flawlessly with the GPUs I have for years.

Unless you're using a meme DE most of this stuff is simply built into the system settings as it should be. On windows after installing all the drivers you end up with 2-3 totally different panels all trying to achieve similar things

A lot of things you do in the driver control panel are handled elsewhere using standard controls, some things like vsync have environment variables but a few things just aren't accessible at all or require a shim library that forces certain settings. Things certainly could be improved.
