preferable only on the edges
mostly avoid touching the pins/pads, you don't want to bend or get oil on them
prefer not to touch the top for the same reason but it is easier to clean and probably wont even noticeably affect cooling

You need to be properly grounded with static resistant clothing and wearing gloves. Otherwise you WILL fuck your CPU.
There is absolutely no way around it, the amount of electricity that flows from your fingers to the ground from nerves and muscle twitches is enough to DESTROY a CPU on contact.
If you don't already know this I strongly suggest you contact your doctor and ask for Response To Intervention testing.

yes the GPU doesn't utilize the whole lane or whatever it's called so it performs less efficiently but I dont care that much because i still get good fps

my brother is still using the same cpu, he plays AAA games for hours without rest and the CPU is working flawlessly. CPUs are very though, the pins are just metal as long as they fit the socket they work.
