The only reason you fucked Ionia because your CPU only supports PCIe 3.0 and your GPU requires 8 lanes of PCIe 4.0 for max performance. So you have strangled performance since you can only run PCIe 3.0 in 8 lanes instead of the full 16 lanes. You are getting RX570 tier perfomance.
A real Zen 3 CPU like a 5600X or better will fix this

there's pretty much no performance loss from x8 even on 3.0 unless you are running way out of vram, which is unlikely to happen on such a card
you might be confused with the x4 on the 6500 xt, x8 is perfectly fine
even on vram constrained scenarios it's rarely going to nuke 50% of your performance
