I would really like to know your theory about how that's supposed to happen. Aside from the usual stuff about uploading state IDs to every single website, which isn't actually a requirement for age verification if you do it by logging into some verification website that doesn't communicate with websites you want to access, which then gives you an encrypted JWT that the website then has the means to decrypt, which contains no identifying information about you but instead about your browser session and IP address. Various third parties could set themselves up as age verification providers.
Of course I doubt they'll ever do it that way especially not in the US. That the EU set up something even remotely resembling that was surprising.
