Because they know the people who ACTUALLY need static IPs will pay for it.
My ISP doesn't even offer static IPs unless you pay for a business plan.
Thankfully they also don't use CGNAT, so even though it's not a static IP, it's at least not a CGNAT IP. And they tend to use "sticky" IPs, so even though it isn't static, it'll go months (or even a few years) without changing IP address.

Yeah but if your ISP decided to switch your IP address tomorrow for whatever reason, you would have no real way to stop them, or even a reason to complain. I highly doubt they advertise a guaranteed static IP even if you've been lucky enough to have maintained the same IP address for the last decade+.

My ISP has dual stack IPv4/v6, but with their multi-gig service it's only IPv4.
Supposedly, they'll be doing dualstack on the multi-gig stuff eventually as well, but not currently.

You know most Canadian ISPs never change your IP unless you allow your DHCP to lapse. It's a small business expense scam pricing. You don't really need this unless you need this in which case you'll pay it.

You can pay for a basic VPS plan and setup a wireguard tunnel with an edge proxy for http or proxy protocol, it is always cheaper than paying for a static IP.

Switch IP addresses? Depends entirely on the ISP in question and how they handle IP address allocation.
