I don't think it can take advantage of hardware acceleration. Even if it can I doubt it can do a lot of sessions. There are two main issues private trackers try to tackle: quality control and retention.
They do this by creating barriers of entry which ensures only dedicated users join, enforcing Hit n Run and ratio requirements to encourage people from seeding and uploading, and often times issue bonus points for torrents seeded longer which ensures better retention on older, more niche content.

So really, it's not about preventing plebs from getting access to the high quality encodes on private trackers, but this whole system is set up just to avoid the pitfalls of a public site.
