There's a reason modern case design moved to the bottom. You can have bottom intake fans that blow on the video card with with large inlets in the power supply shroud area instead of the bottom of the case with low clearance. You can have a power supply shroud to hide cables and storage. Power supply cables up top get in the way of top exhaust and you can't shroud it if you want top exhaust at all. Also modern power supplies try to use a low fan speed and don't make a better exhaust than a normal top fan that runs as fast as you need it to.

This only matters outside your case to reduce recirculation of expelled air, but it wont matter if your room has poor circulation and the PC is effectively a space heater either way. Inside your case the air is going the direction the fans point it. Stack effect is very slow.

Power supplies are heavy, it would make your case easier to tip over. A more obvious reason, the hot air from your pc components makes the psu perform worse. Both efficiency and output cleanliness wise.

The power supply fan is mostly stopped.
Power supplies only consume 10-20% of the power of the rest of your components generating much less heat.

Correct. The PSU acts as a secondary exhaust fan. It's very efficient. In addition, it sucks hot air directly away from the VRMs. If you are using a down pressure fan then this works extremely well.

Bottom PSU mounting is not very robost. It's good in theory but the air intake is from under the case. This requires case mounts and a gap between the case and the surface it is placed on. Very vulnerable to obstruction just added daintiness to the overall design.

Doesn't really matter since every design I've come across vents outside the case. Some pull air from in the case and vent that out and others pull their air from outside. I guess bottom would be better for keeping the center of gravity lower though.

GPU fans are pushing air up. Trying to pull air in the opposite direction will do absolutely nothing. This is why top mounted psu is great, it's a free exhaust fan which actually helps overall system thermals.
