Now that you've read the bait subject, how come there are no low-end Windows ARM laptops? ARM Chromebooks are super cheap and are manufactured by everyone, yet few brands offer Windows on ARM and they're all higher-end machines. I truly cannot understand why ARM hasn't taken over laptops yet given you can get 14+ hours of battery life.

Because it's ARM. It's the exact antithesis of Windows, where stability, backward compatibility etc. are paramount.
It's like licensing iOS to a range of kids' toy telephones with googly-eyes on the front.

Read the reviews of any ARM laptop, or any non-Windows laptop for that matter, and see all the 1 star ratings from retards who thought their programs would all work. Now imagine how much worse WoA's reputation would be if the x86 emulator were used on low-end devices.

how much of a low-end are we talking here? ofc not talking about gayman shit to run on cheap arm-books, but when it comes to software - it is only a matter of microsoft actually giving a shit about writing a proper translation layer

A new low-end windows laptop (A Celeron + 4GB of RAM with Windows 11) can be had for $179 at Walmart. That's the sort of price point you're competing with.
(I used one with Windows 10 for a while and it was much more tolerable than you'd think, but 11 must be a total nightmare. They used to sell the lowest end Windows 10 models with 2GB of RAM, which is also a bad joke.)

You couldn't run office and you can't run all your favorite legacy windows programs from the past 20 years on ARM. This is entirely incompatible with with low short term cost, keep slapping bandages on it, business IT departments.

If you are forced off your existing windows programs and infrastructure, then windows has nothing to offer.

Like it or not windows is a stagnant OS, that is locked to a stagnant architecture (x86). Neither is going away anytime soon, but there is no denying they are on a very slow decline.

Windows on Arm works fine now and is only improving.
Microsoft and laptop manufacturers just rushed out Windows on Arm to compete with Apple. In it's original state on release, it was pretty bad, but I have not run into any ARM specific issues these days.

RISC-V is terrible and its really only open source lintroons and jeff geerling autists sucking it off and worshipping it. we will never see a RISC-V CPU being used in place of ARM or x86 in a common computing device (such as a desktop PC, laptop or smartphone). There are other use cases for RISC-V, but being a general purpose CPU is not one of them.
