if we're talking imageboards, all you're asking for is for every board/post to have country flags. you can then filter each post (including replies to that post) by flag, as you please. even now, you can just stick to flag enabled boards and filter the flags you don't like.

if you're talking about the internet in general then you can already block IP ranges you don't like. the only thing you can't do is force websites to disclose the location info of other users, if they don't want to do that.

It would be interesting to restrict who can access your site based on ping. If you don't have <30 ping with the server, then you can't access it. Instead you get shunted to another, more local server. People could still set up proxies ig but it would take a lot more effort and you would keep out ~90% of people.
