Sorta but not really in practicality -- the baud rates of long-haul radio is too low to enable internet-like communications, and MUH LORA type things generally use higher frequencies that have too limited of range to enable truly worldwide communications without some other kind of link connecting small community(physical) networks

Yes, certainly, encrypted digital data can be transmitted over radio. Apps can be hosted locally to receive said data and display it natively.
