One day you have your tech business, and the next day you lose it due to a raid by an oligarch or the mafia government. Plus, Russia doesn't have VCs, except the oligarchs. And the latter will rape you, unless you move your company quick enough out of the country and won't get later assassinated.

Russia has its own search engines, social media etc. that are actually popular with the locals which is more than can be said for other European countries who stick to American and Chinese platforms. Business software is booming rn because of westerns companies leaving or being seen as unreliable. It was always pretty insular though, and even more so nowadays. Some Russian services are popular in former Soviet countries though, marketplaces, Yandex's AI and streaming stuff.
