hacking is not a crime. doing something illegal is.
hacking is a state of mind, it means you enjoy re-purposing things. you change the function of something which was designed for a purpose, to another purpose. that's what hacking means. the term has been hijacked and now associated with illegal shit

I want to know why it's a crime to hack computers in hostile nations (to the USA) such as russia, china, NK, Iran etc from within America? I'm assuming glowie hacker teams want a monopoly on the fun. This shit should be like the way pirates got a "letter of marque" to do pirate shit legally.

Most larger municipalities treat it the same as drug crime and will not dispatch police unless if someone is in danger.

In my municipality for example, if something gets stolen or if a bum lights up a crack pipe in the middle of the crosswalk the police will not respond if anyone reports the crime because the city has instructed them only to respond to violent crimes.

It's interesting, actually. Even though these things are illegal, a local PD can actually arrest someone for breaking one of these laws, such as smoking fentanyl or petty theft, but the DA has been instructed not to prosecute these crimes, leading to the individual getting released the next day

Yes, although things like buffer overflows are less common than they were in the 90’s and are harder to exploit due to the presence of memory protections. Plenty of people and companies still release shitty code that can be exploited and used in 0-day attacks, just look at the CVE list.

You are making a grave mistake. Just becauae a rogue state is at war with other states does not mean those other states turn into rogue states themselves.
Russia doesn't care because if it hurts the west it's a good thing at the end of the day. Also sour grapes: Even if russia wanted it's probably too disorganised to really fight cybercrime within. They avoid two problems by merely directing it.
Your state fights criminal behaviour as a matter of principle. Your state has ridgid rules and no leeway in their application. In the eyes of your state the damage done to russia weights much less than a criminal in its own population being created. Your state does not want people making the experience of getting awax with crime,your state does not want people learning criminal techniques.
Russia will not persecute their criminals if they spare russia and russians. Your western country will seek to get you for being a criminal, regardless who and where the victim is.
