why do people pay for static IPs? my router hasn't changed the IP in a year

Its a business thing usually, as you need to make ipsec connections with client and service providers, host your site, etc

I pay an extra $10 for a static because it's the only way to avoid CGNAT.

That's probably CGNAT. Paying for static IP you'll get an unique IP address that isn't shared with anyone else.

If one of your neighbors decides to download CP and some page IP bans them, it can fuck up everyone else who shares the same IP.

My ISP only offers static IPs for buisness plans. On residential plans you get a sticky IP that usually lasts for 3-6 months unless you disconnect your router for a full 24+ hours (and even then you'll sometimes get the same IP).

Thankfully no CGNAT since they own 13+ million IPv4 addresses and only have 9-10 million subscribers.

No you can't, my ISP uses optical network terminals (ONT) in locked cabinets with just an ethernet handoff to the router. That ONT has a MAC address and it doesn't change.

I can plug in a physically completely different router and I'll get the same IP address.

That's not really an issue because CGNAT IPs are usually shared with hundreds or thousands of subscribers, and ISPs are required to keep logs that will identify the user

This is the real fucking problem, any ip ban will rangeban everyone using the same ip address. Or websites with some kind of ip based rate limiter. I remember that for a few years MEGA became impossible to use for me because of CGNAT, even when logged in with an user account, they apparently tracked bandwidth usage by ip address, so my quota would always show up as exceeded and I couldn't even download 1 MB files. Looks like they fixed that somehow and now MEGA is usable for me, but it took years.
Cloudracket also causes lots of issues for CGNAT users.

It's a business thing mostly. There isn't much reason to have a static for residential service. You can just get a free fqdn that resolves your IP daily so you can always just use your FQDN and connect to your network.
