This is the way law enforcement works: they first find a suspect (any poor guy they feel could look guilty enough in court) through any means, THEN they look for any evidence to build a convincing case against him.
They'll repeat this process the amount of times proportional to the amount of reported crimes, to keep getting paid and keep getting promotions.
