May sound like a dumbtarded question but how do I as a non technical founder go about leading an open source project? Do I just put up a github put out a mission statement pay a few devs or ai to create a working prototype then hope some like minded people latch on and contribute?

You probably can't.
No disrespect anon, but working under a "non technical founder" is already frustrating enough when getting paid for it. Nobody is going to want to do it in their spare time.
