A 2060 super is better, but I don't remember it being that cheap, plain 2060's are $150 CAD last I checked (one seller named Mo Arabi where I live looks sketchy as fuck, looks like a scammer account, you could try but I would ask to meet up at a computer repair store to test).
If you are buying a ryzen CPU (a 12-14th gen intel or AM4 is a bit cheaper).
If you were considering dropping $300, it might be more "fancy" to get a AMD AI max 385 mainboard on framework for $1200 CAD (TAX/PSU/NVME/120mm fan/CASE not included).
It does not have FSR 4 and I wish the PCIE slot was 16x (It will still work with sketchy adapters). But... AI and vram (it's more like 16gb of usable vram for AI because there are issues with LM studio where 100% of the allocated 24gb of GPU memory can't be loaded).
It has around the same performance as a 3070, but it uses less than half the power.
And a new 5060 is fine for $400 CAD, you don't risk anything (3 year warranty) and it has around the same performance as a 3070 / AMD AI max.
If you are buying from ebay, it's actually not a bad price at all and less risky, just remember you need to pay tax + shipping.

mini-led is still kind of flawed tho, but it's a good monitor for certain games / videos. You might end up turning off local dimming, I wish they made the displays have a dedicated Local Dimming toggle button.
OLED is the only display that looks good in all settings. IPS is just 4x cheaper and looks identical in a bright room or bright content unless you have it side by side with an OLED.

IPS is as good as OLED's in color as long as you don't experience IPS glow. IPS glow only happens in a dark room + dark content (space sci-fi / horror / stealth, AKA the whole screen is almost black).
-Mini LED, mainly AOC because of price. it doesn't experience IPS glow but the motion clarity might be compromised (you can disable local dimming and get the same motion clarity). AOC uses a VA panel which is perfectly smooth but maybe motion clarity or view angles are not as good as an IPS, and also it has VRR flickering (just keep your FPS smooth, also maybe disabling local dimming fixes it?).
-OLED basically starts at around $700 for 1440p. The main issue is burn-in and text clarity because of pixel layout. Other than that it's almost perfect.
As a game developer you could stick to IPS because most of your users are also going to use IPS and you probably don't want to accidentally make a game that suffers from IPS glow, and this goes in the same suggestion with game developers should have low end specs so game developers optimize their game for low end specs (no, a 9800x3d / 5090 won't compile your unreal/unity shaders 100x faster).

You could also try using the length filter to see what PSU is below 180mm while meeting the other criteria. The only thing that's bad about their filter is not being able to check whether its ATX 3.0 or 3.1. Sure, go browse cases. The OP is extremely limited, many cases are good enough these days. Fractal's Torrent and Lian Li's 20x/21x are there too as examples of airflow cases. I will note that with the dual liquid cooling setup you're planning the case airflow is less important, or at least less important than if one or two were using air coolers. You could have both radiators be configured as exhausts from the case and every other case fan be intakes, which means it doesn't really matter if all the fans are in-line optimized airflow (and perhaps traditional front-back airflow cases are actually undesirable). Try browsing fishtanks and see if you like their looks.

Any suggestions? Power seems to be seated correctly, everything lights up, the 5090 lights / LCD come on while it's stuck on VGA but it doesn't seem to get past that step - I left it on for about 20+ minutes before I turned it off, reseated GPU and tried again. Not sure what to try next

when zen 2 came out i flashed mine just fine with a 15yo kingston stick but when i upgraded to zen 3 this year, on the same mobo and the same stick it just failed
thankfully i had a brand new stick(dalhua, alhua something like that from ip security brands and what not) but it was 64gb
i dont remember if it was neccesary but i also made a <16gb fat32 partition just in case and it worked without issues
msi mobo in case if forgot to mention it before
also while what the other anon said its the recommended procedure (removing everything before flashing) its not 100% needed (my last flash was with everything connected because i panicked half-way)
what i would recommend (with everything removed before flashing) is connecting some fan/lgbt light so you can know when the mobo is turning on/off/cycling stuff
