what's lacking is the initiative and the willingness to admit or recognize that the current state of systems is underdeveloped
it's like having a bunch of bad teeth but since they're still doing the job and you don't know about the potential consequences you simply delay going to the dentist as much as possible
meaning this demand does exist but is delayed instead of advertised
