All the west does have left is overwhelming hard power, but even that can be challenged once the decline has advanced far enough. Also, nuclear weapons only deter if a. The side being attacked has them and b. there's no way to intercept them. Most countries on earth don't possess nuclear weapons, so the west making a grab for them would incur no risk for them. And if the west or part of it thinks it has the means to disable or interecpt all or sufficiently high numbers of the enemies nuclear weapons, even going against them would be considered.
