They aren't. It's just that "we laid off our programmers because we replaced them with AI" is less of a PR disaster than "we laid off our programmers because we replaced them with dirt cheap indians on H1B visas."

If you have 30 workers and a new tool improves productivity such that 20 workers are enough to cover the same workload, then 10 workers have been replaced even though the tool still requires human intervention.
If the tools get even better, such that only 10 workers are needed, then you can see the problem.

Because most of the stuff people want to code have had the building blocks coded before, so it can construct the predictable output from there.
