It's pretty obvious that it locks the cursor keys to scroll instead of move the cursor. Although the only program I know of that still interprets this in some way is Excel. A lot of other programs have settings for that kind of thing but ignore Scroll Lock. I have no idea what the Sys Rq or Pause Break keys do though.

It's application-specific. For me on Emacs it literally locks the scroll on the highlighted line so that it's always at the same position (i.e. don't need to go to the last line for the entire page to scroll)

It's a free macro key like every other key is assuming you use keyd. For example, I have a capslock mapping in keyd

capslock = macro(esc space g G)

Your mapping could do anything in any program, you just don't actually need those keys do you?

SCRLOCK would disable scrolling on terminals to prevent text disappearing.
PAUSE would pause the terminal so you could read
PRNTSCRN would activate the printer and print out the terminal text
NUMLOCK would enable the numeric input pad

Money. It's cheaper to use the same frame for everything so they made the key taller to fill the gap that's there to accommodate the tall return key in other layouts.
