It's pretty obvious that it locks the cursor keys to scroll instead of move the cursor. Although the only program I know of that still interprets this in some way is Excel. A lot of other programs have settings for that kind of thing but ignore Scroll Lock. I have no idea what the Sys Rq or Pause Break keys do though.

Has anyone managed to hardware-remap those keys on cheap keyboards which otherwise won't let you? For situations where autohotkey isn't an option.

scroll lock shows/hides foobar
ctrl + sl stops playback
pause/break pauses/resumes playback

Doing nothing is fine. Keys like Caps Lock and Insert, which do something worse than useless, are the real problem.

It's a free macro key like every other key is assuming you use keyd. For example, I have a capslock mapping in keyd

capslock = macro(esc space g G)

Your mapping could do anything in any program, you just don't actually need those keys do you?

It's super useful for MS Excel.

SCRLOCK would disable scrolling on terminals to prevent text disappearing.
PAUSE would pause the terminal so you could read
PRNTSCRN would activate the printer and print out the terminal text
NUMLOCK would enable the numeric input pad
