In terms of power efficiency? Definitely not.
I hate MacOS but still ended up buying a macbook just because their ARM hardware is in a class of it's own.
It's not the most powerful, but for my use case (which is it needs to be silent and last a long time on a battery charge) it's exactly what I wanted.
I spend a lot of time fucking with MacOS getting it to behave like a tiling wm which is annoying but that's the tradeoff for having a silent, reasonably powerful, long lasting machine

The OP question was specifically about power efficiency.
If that's the only metric on which these machines are being evaluated then the other attributes you mentioned are irrelevant.
I will also point out that none of those components will fail before you were going to replace your computer anyway. I don't disagree with the sentiment, and would love to have my cake and eat it too, but you must understand that there are situations where power efficiency could be so important as to invalidate the downsides of all other factors regarding the machine.
ARM computers occupy an important niche and are an excellent choice in certain circumstances depending on your specific use case.

If you want to use macOS efficiently at all you need to watch an 18 minute youtube tutorial. Tons of shortcuts and features and what not that just aren't explained to you. The idea of it being more intuitive than Windows is nonsense. But it being faster? You can only figure that out by using it yourself for long enough to get used to it and then comparing.
