They all suck but Photopea is at least somewhat usable, free, and on the browser (aka linux-supported).

PDF is write only, at best you can decompile it to PostScript

PDF is a publication format. It's not meant to be edited.

Gimp
Libre Office
Microsoft Office
Sumatra
Firefox
PDFArranger
PDF TKB

But the best of them hands down is StirlingPDF via Docker/etc. The windows version installer is missing OCR.

You know what’s surprisingly difficult? Removing yellow or background paper color in scans. There is no good solution. For math textbooks you can just use threshold to make it black and white. But in most books you want to preserve color information or at least convert it to reasonable grayscale.
Surprisingly impossible. I’ve tried a bunch of pdf, gs, ps, latex tools and command lines. None of them is satisfactory.
I use Arch btw.

creating pdf is easy editing pdf is very hard because there are numerous ways to implement the same thing.
There are a couple tools for linux that handle it well but none will work on all files and if they do its better to sell it as a service.

I'm not quite sure about your proposition.
I cover all those use-cases with Okular and ghostscript.
